Yes. If not it wouldn't be written. We thought one of our 
designs would require one but actually never did...

Nope. But we have some users using it but to get it 
to work you have to change the following:
The BUF_EN signal for the 244 must be inverted. 
This can be accomplished by inserting a simple 
transistor inverter or inverter gate, for instance:

You have to disconnect BUF_EN from pin 14 of 
X1 previously of course.

Another user send me this after doing the modification:
"I tested the cable programming the EPCS4 on the NiosII 
eval kit."

Sorry for the inconvenience (I should have updated the 
documentation but I'm too busy at the moment)...

Roberto Ferrabone send me a corrected version (byteblasteriifromrobertoferrabone.pdf) which works. But note that the layout in the original documentation isn’t updated yet.
